The current study seeks to explore, describe, and interpret the particular aspects on managing public health, related risks and/or crises. It takes an in-depth view in the evolvement of strategic initiatives related to leadership and authority in establishing information flow, exchange, integration, cooperation across command (management) levels and organizational boundaries in response to the necessity of managing risks or mitigating crises concerning public disease prevention and control. Semi-structured interviews are used to collect the data. The professionals involved in managing risks or mitigating crises concerning public disease prevention and control at national and local levels in different regions of Taiwan were included. The present study seeks to extend the avenue of scholarly inquiry into the confluence of information and knowledge flow, social processes, authority structures, and leadership approaches, as they help to shape, and are in turn reshaped by, the phenomenon being studied. It is also expected that practitioners at different levels in different regions will be able to gain insights into alternatives in innovative strategic cooperation in managing risks or mitigating crises concerning public disease prevention and control.
